PUBLIC INTEREST LITIGATION - PIL ON KILLING OF DOGS IN J&K REGARDING.

Respected Sir,
It is humbly submitted that undersigned is a convener of the International People for Animals - IPFA
>http://www.care2.com/c2c/group/Internationalpfa< & International Society for Prevention of Cruelty to Animals >http://www.care2.com/c2c/group/ispca< & dedicated to the animal rights & their welfare movement in India.
It has been learnt through the press that there is a movement of mass culling of dogs in J&K >http://dogkilling.blogspot.com/< is still in progress & these dogs are innocent, have moral right to live on the globe like all other living creatures on the earth. No doubt - an rabid animal can be killed adopting mercy killing methods but these dogs are being killed are not rabid nor harmful for the society as well.
Hence it is humbly requested that a direction may kindly be issued to the State Govt. J&K not to kill innocent dogs treated my request as an PIL, there are so many other humanly methods like sterilization / anti rabies vaccination to these dogs on the streets in J&K to avoid any threat for the society.
